  17. <p>     Faced with the most alarming report yet on the state of the
  18. earth's ozone layer, President Bush declared last week that the
  19. U.S. will halt production of ozone-destroying chemicals by the
  20. end of 1995. That's four years sooner than an international
  21. treaty dictates, but not as fast as environmentalists would
  22. like. "It's a modest improvement but by no means aggressive,"
  23. says Liz Cook of Friends of the Earth in Washington.
  24. </p>
  25. <p>     The change won't faze major manufacturers of
  26. chlorofluorocarbons, the main chemical culprits in the
  27. ozone-destruction scenario. Such firms have already developed
  28. ozone-friendlier substances, and can take the new deadline in
  29. stride. The real burden, both technical and financial, will fall
  30. on makers of CFC-reliant appliances like refrigerators and
  31. air-conditioning systems. They will be under pressure to quickly
  32. modify their products to accommodate the substitute chemicals--a process destined to make such appliances more costly to
  33. consumers.
